Definition of a Constitutional Amendment
A constitutional amendment is a modification to the constitution of a governing body or organization. In government and law, an amendment is an addition or alteration made to a constitution, statute, or legislative bill or resolution.
Steps in the Amendment Process
The United States Constitution provides two methods for proposing an amendment:
- By Congress, with a two-thirds majority vote in both the House and Senate
- By a constitutional convention called by Congress at the request of two-thirds of the states
Once proposed, an amendment must be ratified by three-fourths of the states before it can take effect.
